    Helmet Policy Enforcement

     

    ALL coaches MUST be wearing helmets on the ice during all practices.  This includes house and travel teams, as well as clinics. There has been plenty of time to communicate this rule, and compliance should be a given at this point.  But this has not been the case.  To date, approximately 10 programs and coaches have received warnings.  The rule is simple and does require 100% compliance by all CHC member programs and their coaches.

     

    The rule is as follows: A “modern” properly fitted, (not modified), and secured helmet must be used at all times when a coach is on the ice. 

     

    Enforcement is made through the punishment for each offense:

    1st infraction = Warning; 2nd infraction = 1-game suspension; 3rd infraction = Match penalty.  Sanctions may also be imposed upon the program for wanton disregard of this rule.

    Coaching Information

    It is the policy of USA Hockey that it will not authorize or sanction, in its programs that it directly controls, any volunteer or employee who has routine access to children (anyone under the age of majority) who refuses to consent to be screened by USA Hockey before he/she is allowed to have routine access to children in USA Hockey’s programs. Further, it is the policy of USA Hockey that it will require the affiliates to adopt this policy as a condition of its affiliation with USA Hockey.

    Individuals interested in coaching must complete the
    online WHYHA Coaching Application and authorize/agree to the screening process.


    All WHYHA coaches must also complete the appropriate level of the USA Hockey Coaching Education Program (CEP) for the level of play they are coaching.  Please click here for more information on required levels. 
    All coaches (head and assistant) must have the USA Hockey Coaching Education Program card by December 31 of the calendar year.
     
     
     
    Student Coaches

    The 2009/2010 Student Coaching seminar date will be:
     
    Sunday, September 20, 2009
    7:00 pm to 8:00pm
    at Veterans Memorial Skating Rink.

    No one will be allowed on the ice unless they are certified! The league has had several requests, particularly from the high school students, to obtain community service credit for helping coach on one of West Hartford's youth hockey teams. In order to be able to coach you must be certified as a "student coach" as defined by USA hockey. This means that if you are interested in helping as a coach you must attend a "student coaches" clinic. The clinic will last for about an hour and will be off-ice. To be eligible to be a student coach you must be between the ages of 13 and 17 and be registered with USA Hockey.

    All student coaches must be "certified" or "re-certified" before they will be allowed on the ice.

    No one will be permitted on the ice unless they are registered with the league as a student coach. If you have any questions please contact John Alissi.

    Student Coach Regulations

    A player between the ages of 13 and 17 who is currently properly registered with USA Hockey may serve as a student coach under the following conditions:

    • Must attend a training session conducted by the local hockey association.
    • Must always be under the supervision of a carded, screened adult coach during all practices, clinics, try-outs, and in the locker room.
    • May help out at practices, clinics, try-outs only. (May not play during scrimmages or games).
    • Must wear a helmet with full face shield, gloves, and skates while on the ice. Must wear helmet during games while on the bench.
    • May only work with players at least one full playing age level down.
    • The organization that is using the student coach must provide a form indicating on what team he/she is participating as a student coach, and, if applicable, what team he/she is properly registered/rostered as a player.
    • Upon reaching the age of 18, the student coach must comply with all USA Hockey coaching and screening rules and regulations.
    • May not act as the head coach or assistant coach during practices or games.

    I've lost/damaged my Coaching card. How can I obtain a replacement?

    For coaches who have attended a clinic, received a blue plastic card and have misplaced it, replacement cards may be obtained here. Please click this form and return it with a check for $5.00 made payable to USA Hockey, and return to:

    My CEP level is not reported correctly or not listed on your website. How can I fix this?

    If your name does not appear on the coaches list or the information does not accurately reflect your current certification level please contact USA Hockey’s National Office. Fax or email a copy of the front and back of your Coaching Education Program card. Please ensure the CEP number, your name, and certification stickers are all visible and legible.

    I received a message that states I have not met the required prerequisites for registering for a clinic.

     

     

    First, check your certification level on the coach’s list.

    Second, the name and address you entered for your usahockey.com profile must match the information in our database. Please review these tips for your profile.

    Tips for creating your USA Hockey.com profile to register for a coaching clinic:

    • Your name, date of birth and zip code must match the USA Hockey database in order for your certification information to be applied to your database record.
    • If you are a previous USA Hockey member, please use the same name and date of birth that appears on your Participant Membership Card. This will ensure your records are maintained together and not creating multiple records in our database.
    • If you don’t have a membership card, check the online certification list and use the name listed there.
    • The zip code that appears on the online certification list must match your profile zip code as well. If the zip code is incorrect, please send address corrections to  . If the certification information is incorrect, follow these instructions for updating your information.
    • If your name does not appear on the coaches list or the information does not accurately reflect your current certification level please fax or email a copy of the front and back of your Coaching Education Program card.     How many coaching clinics can I attend in a year?

    USA Hockey does not have any restrictions on the number of clinics a coach can attend in a single clinic season. However, many districts/affiliates do place restrictions on clinic attendance.     NEW ENGLAND DISTRICT ONLY ALLOWS 2 CLINICS PER SEASON.  IF YOU NEED TO OBTAIN MORE THAN TWO LEVELS OF CERTIFICATION IN ONE YEAR, PLEASE CONTACT THE WHYHA COACHING DIRECTOR.
     

    What is USA Hockey's Refund/Transfer Policy for Coaching Clinics
    • Registrants for Levels 1-3 will be allowed to transfer their clinic fee to another clinic up to 48 hours before the start of the originally scheduled clinic. Transfers can only occur between clinics of the same level.
      • Please send the date, city, state, and level of the original clinic and the clinic you want to transfer into to Alison Raines at .
    • No refunds or transfers will be granted if the request is made within 48 hours of the start of the originally scheduled clinic or after the originally scheduled clinic has started.
    • Level 4 and 5 clinic fees are non-transferable and will be subject to the refund rules below.
    • A processing fee of $10 will be deducted from all credits/refunds.
    • A full refund, minus the processing fee, will be granted if requested in writing at least two weeks before the start of the original clinic.
    • A 50% refund, minus the processing fee, will be granted if requested in writing 2-14 days before the start of the original clinic.
    • ALL REFUND REQUESTS REQUIRE THE DATE OF THE ORIGINAL ONLINE TRANSACTION AND THE TRANSACTION ID. Both of these items are found on the Clinic Confirmation Receipt you receive immediately after registering. You are asked to print out this receipt and keep for your records. NO REFUNDS WILL BE PROCESSED WITHOUT THIS RECEIPT.

    When does my current certification level expire?

    Coaching certification levels are valid for three years; however, you must be certified for the level of play you are currently coaching.

    NOTE:USA Hockey establishes the maximum duration of certification. Each District and/or Affiliate may establish tougher standards. Check your District/Affiliate website for further information.

    If you received your card prior to the current 2005/06 season, your certification level sticker does not contain an expiration date. Please check the following chart for expiration dates:

    If you are Level 1 or Level 2 coach, you must move up to the next Level and attend a clinic before the expiration date to remain a current coach.

    If you are a Level 3 coach, you must attend another Level 3 clinic, move up and attend a Level 4 clinic, or complete the online recertification program through FlexxCoach before the expiration date to remain a current coach.     If certification below Level 4 was received more than 3 years from the current calendar year the card is rendered invalid/expired. Level 1 or 2 coaches must attend a clinic at the next level, and Level 3 coaches must chose one of the four recertification options (attend a Level 3 clinic, attend a Level 4 clinic, attend a High Performance Workshop offering Level 3 certification, or complete the online recertification program) in order to reactivate their status. As long as a coach can submit proof of previous certification, (i.e. CEP card, receipts from clinics, online coach certification list) he/she does not have to start back at Level 1. The coach may attend the next level clinic to reactivate his/her status. Level 4 and 5 certifications do not expire and require no recertification.

     

    I completed my flexxCoach program but have not yet received my sticker? What do I do?

    Please be patient. flexxCoach submits a report to USA Hockey. USA Hockey personnel then verifies the eligibility of all participants listed, updates the database and then sends stickers to eligible recipients. This whole process can take up to four weeks. You can use your FlexxCoach certificate and CEP card with previous Level 3 sticker as proof of your Level 3 re-certification until your sticker arrives.

     

    What level certification do I need to coach this year?

    USA Hockey establishes the minimum requirements for certification. These requirements are based on the level of play you are currently coaching. Each District and/or Affiliate may require higher certification levels. Check your District/Affiliate website for further information.

    Must assistant coaches be certified at the same level as the head coach?

    Yes. USA Hockey does not distinguish between an assistant and head coach in regards to required certification level. All coaches participating in ALL team functions (i.e. games, scrimmages, practices, try-outs, tournaments, off-ice training, etc.) must meet the same coaching certification level, based upon the level of play coaching.
